BENGALURU / DHOLERA — India’s strategic push to establish a sovereign, resilient semiconductor manufacturing base has reached a watershed moment. Under the flagship $10-billion India Semiconductor Mission (ISM), commercial pilot cleanrooms, advanced Outsourced Semiconductor Assembly and Test (OSAT) plants, and specialized compound semiconductor fabs are entering operational synchronization across Gujarat, Assam, and Karnataka.
The transformation marks India’s evolution from being a premier global design hub—housing over 20% of the world’s top chip architects—into a full-stack fabrication and assembly manufacturing ecosystem capable of shielding national industries from global supply chain shocks.
Dholera Fab and Sanand OSAT: Civil and Tooling Milestones
At the Dholera Special Investment Region in Gujarat, the mega-fab established by Tata Electronics in collaboration with Taiwan’s PSMC represents a total investment exceeding ₹91,000 crore ($11 billion). Structural cleanrooms constructed to Class-1 and Class-10 ISO cleanroom standards are undergoing advanced vacuum and environmental qualification trials.
The facility is engineered to produce up to 50,000 wafer starts per month (WSPM) across 28nm, 40nm, and 90nm process nodes. These legacy and mature nodes represent the backbone of automotive electronic control units (ECUs), industrial IoT automation, power management integrated circuits (PMICs), and telecom network switches.
Simultaneously, Micron Technology’s advanced packaging and test facility in Sanand has initiated Phase-1 commercial trial dispatches of high-performance DRAM and NAND flash modules. The facility features automated test equipment (ATE) and ball grid array (BGA) surface mount technologies designed for export to global cloud infrastructure and automotive clients.

Ecosystem Expansion: Chemicals, Gases, and Ultra-Pure Water
A semiconductor fabrication plant cannot function in isolation; it requires an intricate, fault-tolerant infrastructure spine. The Ministry of Electronics and Information Technology (MeitY) has overseen the co-location of specialized tier-1 supply vendors:
- Ultra-Pure Water (UPW) Systems: Multi-stage reverse osmosis and deionization plants capable of supplying millions of liters of 18.2 megohm-cm water required for defect-free wafer washing.
- Specialty Electronic Gases: On-site cryogenic separation units delivering ultra-high purity nitrogen, argon, silane, and phosphine with parts-per-trillion contamination ceilings.
- Photomask and Silicon Ingot Logistics: Strategic procurement corridors established with raw 300mm wafer suppliers across Japan, South Korea, and Germany under bilateral supply chain resilience pacts.
The Rise of Indigenous Fabless Design and RISC-V Ecosystems
Alongside brick-and-mortar foundries, the Design Linked Incentive (DLI) scheme has catalyzed over 45 homegrown fabless semiconductor ventures. Leveraging open-source RISC-V architectures and domestic EDA tool clusters funded under the Chips2Startup program, Indian engineers are designing proprietary processors for electric vehicle telematics, 5G wireless radios, and energy-efficient AI edge inference chips.
By coupling sovereign intellectual property creation with domestic foundry fabrication, India is systematically securing its electronic independence, reducing import reliance while positioning the nation as an indispensable technology partner in the global democratic semiconductor coalition.
