NEW DELHI — The Central Board of Direct Taxes (CBDT) has published comprehensive procedural guidelines detailing the full-year implementation of India’s recalibrated personal income tax architecture. Designed to inject disposable liquidity into middle-income households and simplify annual filing compliance, the simplified New Tax Regime has achieved majority adoption, with over 72% of individual taxpayers filing under the streamlined slab structure.
The updated framework consolidates standard deduction enhancements, rationalizes capital gains classification across asset classes, and leverages automated digital processing algorithms to accelerate tax refund disbursements.
Tax Slabs and Middle-Class Relief Under the Default Regime
The revised progressive tax slabs under Section 115BAC reflect a deliberate strategy to reduce the effective tax burden on young professionals and middle-class salaried households:
- Up to ₹3,00,000: Nil tax liability across all taxpayer categories.
- ₹3,00,001 to ₹7,00,000: Taxed at 5%, fully neutralized by the statutory Section 87A rebate for residents earning up to ₹7 lakh.
- ₹7,00,001 to ₹10,00,000: Taxed at 10%, offering predictable marginal rate step-ups.
- ₹10,00,001 to ₹12,00,000: Taxed at 15%.
- ₹12,00,001 to ₹15,00,000: Taxed at 20%.
- Above ₹15,00,000: Standard maximum slab rate of 30%.
With the standard deduction for salaried individuals enhanced to ₹75,000 and deduction on family pensions increased to ₹25,000, salaried taxpayers earning an annual gross income of up to ₹7.75 lakh incur zero net income tax liability.

Rationalization of Capital Gains Architecture
To eliminate distortions arising from divergent holding periods across listed equities, unlisted bonds, real estate, and gold, the Ministry of Finance has unified capital gains rules into two standard holding windows:
Listed financial securities require a 12-month holding period for long-term classification, while all other asset classes—including immovable real estate, physical gold, and unlisted shares—require a 24-month threshold. While Short-Term Capital Gains (STCG) on equity instruments is calibrated at 20%, Long-Term Capital Gains (LTCG) attracts a uniform 12.5% rate with an expanded annual tax-free threshold of ₹1.25 lakh, preserving incentive structures for patient retail wealth creation.
AI-Driven Taxpayer Services and Rapid Refund Reconciliations
Operationally, the Income Tax Department’s automated Processing Center (CPC 3.0) has shortened average refund issuance timelines to under 10 days for verified ITR-1 and ITR-2 filers. By pre-populating Annual Information Statements (AIS) with bank interest, dividend receipts, and capital gains data, the tax administration has minimized scrutiny notices while maintaining robust automated compliance auditing.
