NEW DELHI — The Mission Olympic Cell (MOC) under the Ministry of Youth Affairs and Sports has unveiled its overhauled athlete roster under the Target Olympic Podium Scheme (TOPS), approving a comprehensive multi-year preparatory roadmap geared toward the 2028 Los Angeles Olympic Games. Encompassing 148 elite athletes across 14 priority sports disciplines, the framework introduces scientific rigor, individualized coaching allowances, and international training circuits.
With an ambitious mandate to propel India into double-digit medal tally territory at LA28, the revamped policy prioritizes disciplines exhibiting high global competitiveness: athletics, shooting, wrestling, archery, boxing, weightlifting, and badminton.
Sports Science and High-Performance Infrastructure
A distinctive feature of the current cycle is the operationalization of three world-class High-Performance Centers at the Netaji Subhas National Institute of Sports (NIS) Patiala, SAI Bengaluru, and the Balewadi Sports Complex in Pune. These centers feature cutting-edge sports biomechanics infrastructure previously accessible only in western Olympic institutes:
- Dynamic Motion Capture & Force-Plates: High-speed 3D motion-analysis cameras to evaluate javelin release velocities, weightlifting bar trajectories, and sprint stride efficiency.
- Hypoxic Conditioning Chambers: Simulated high-altitude training environments to enhance red blood cell oxygen-carrying capacity without prolonged travel away from domestic training bases.
- Neuro-Cognitive Conditioning: Specialized mental fortitude coaching to train focus and reduce heart-rate spikes under high-pressure competitive shooting and archery finals.

Individualized Foreign Training and Equipment Grants
Under the MOC’s streamlined approval protocol, bureaucratic bottlenecks have been dismantled. Athletes in the core group receive blanket sanctioning for overseas training camps, specialized foreign coaches, personal physiotherapists, and custom equipment upgrades—including tailored aerodynamic bicycles, customized competition bows, and laser-guided precision air rifles.
The Khelo India Feeder Pipeline
Crucially, 42 of the newly inducted athletes belong to the TOPS Development Group, an emerging cadre of athletes aged between 16 and 21 identified through the grassroots Khelo India Games. By providing young talent with world-class nutritional supplements, injury rehabilitation insurance, and international exposure tournaments early in their careers, the sports administration is creating a sustainable succession pipeline that prevents medal vacuums following senior retirements.
